In a move towards creating sustainable and citizen-focused cities, the Odisha Housing & Urban Development department has signed a Memorandum of Understanding (MoU) to enhance AI-driven urban governance in the state. The MoU, inked in the presence of Usha Padhee, Additional Chief Secretary of the H&UD department, underlines Odisha’s dedication to utilizing new technologies for better urban planning, service delivery, and data-driven decision-making.

The signed MoU designates a company as the department’s AI Innovation Partner, tasked with offering strategic and technical assistance for implementing AI solutions throughout Odisha’s urban landscape. Usha Padhee emphasized the state’s commitment to developing cities that are not just smarter but also more compassionate, responsive, and inclusive. This collaboration aims to leverage AI’s potential to enhance urban services, fortify governance structures, and ensure decision-making is driven by data, transparency, and citizen requirements.

The CEO of the partnering company stressed the significance of joint innovation between the government and leading research institutions to create impactful, scalable, and citizen-centric AI solutions. The firm, ARF, pledged its support to Odisha in crafting reliable, accountable, and governance-ready AI applications for urban revitalization. The partnership’s focus is on co-creating and implementing priority AI solutions to tackle urban governance challenges, enhance data systems, and bolster digital infrastructure through collaborations with research bodies, startups, and tech partners.

The collaboration also prioritizes knowledge sharing and building institutional capabilities to ensure AI is utilized responsibly, ethically, and transparently for public welfare. A pivotal aspect of this partnership involves establishing an AI Project Management Unit (AI-PMU) within the H&UD department. The AI-PMU will oversee AI projects, aid in implementation, set standards, and enhance internal capacities. Additionally, the partnership will draft a multi-year AI roadmap for Odisha, outlining sector-specific priorities and expansion strategies for Urban Local Bodies.
