The Odisha Vigilance has initiated an investigation into suspected irregularities and misappropriation of public funds related to the installation of LED street lighting in various gram panchayats across Kendujhar, Nayagada, and Jajpur districts during the financial years 2021-22 and 2022-23. This inquiry was launched based on credible information received by the anti-corruption Vigilance.
To facilitate a prompt response, 24 teams comprising 81 officers, including Additional Superintendents of Police (SPs), Deputy SPs, Inspectors, and other vigilance personnel, have been mobilized in the three districts. Additionally, 27 police officers have been assigned to each district for the investigation.
The project under scrutiny involved the implementation of LED street lighting systems in one village of each gram panchayat on a turnkey basis, including Comprehensive Annual Maintenance Contract (CAMC), funded by State Finance Commission (SFC) devolution grants. The Vigilance uncovered significant irregularities during the inquiry, including violations of tender guidelines, non-installation of essential components, and alleged misappropriation of government funds by those responsible for execution.
On-ground technical inspections are currently underway at 50 locations in Kendujhar, Nayagada, and Jajpur districts to determine the extent of fund misappropriation and identify any potential involvement of government officials and executing agencies in the project. RTI activist Himansu Sekhar Nayak, a vocal critic of the scheme, expressed optimism that the investigation could expose widespread embezzlement of public funds if conducted diligently.
