Pakistan has deployed Munna Jhingada, a close aide of Dawood Ibrahim, and Shahzad Bhatti, an asset of ISI, to conduct coordinated attacks in India. The ISI aims to replicate the 1993 Mumbai serial blasts orchestrated by the Dawood module. Following the 1993 attacks, the ISI limited the underworld’s involvement in executing terror activities in India, utilizing them mainly for funding terror groups in Pakistan.
