Pakistan has intensified its lobbying and public relations activities in the United States, as revealed in disclosures filed under the US Foreign Agents Registration Act. These filings outline substantial contracts and payments, involving the Pakistan government and affiliated organizations, totaling hundreds of thousands of dollars. The outreach efforts are directed towards the US Congress, the executive branch, think tanks, and the media.
One filing discloses that the Islamabad Policy Research Institute allocated $900,000 for lobbying and public policy outreach in the US. This institute, linked to Pakistan’s National Security Division, focuses on enhancing US-Pakistan relations. Another filing highlights the Embassy of Pakistan’s contract with Ervin Graves Strategy Group LLC, entailing a $25,000 monthly payment for an initial three-month period. The agreement includes engagement with policymakers, think tanks, and discussions on regional stability, economic development, and democratic reform.
Furthermore, Javelin Advisors LLC was enlisted in April to represent Pakistan under a formal consulting agreement, with a disclosed monthly fee of $50,000. Their responsibilities involve conveying Pakistan’s stances on regional and global matters to the US government and the public, including issues like the Jammu and Kashmir dispute and Pakistan-India relations. The filings also mention a proposed cooperation framework between Pakistan and the US concerning rare earth minerals and critical metals, with an estimated commercial value of up to $1 trillion.
The disclosures are expected to be closely monitored in India, particularly regarding lobbying efforts aimed at conveying Pakistan’s positions on the Jammu and Kashmir dispute and Pakistan-India relations to US authorities and the public. The filings also refer to the Embassy of Pakistan’s engagement of Qorvis Holding Inc. for public relations services, emphasizing media outreach and narrative development. Under US law, foreign governments and associated entities must publicly disclose their lobbying and public relations activities, providing transparency on contracts, actions, and payments made on their behalf.
