Pakistan’s ISI Shifts Recruitment Strategy Post Operation Sindoor

Following Operation Sindoor by Indian armed forces targeting terror infrastructure, Pakistan has seen a significant drop of 30 to 40 percent in recruitments into groups like Jaish-e-Mohammad and Lashkar-e-Tayiba. The ISI has shifted focus to recruiting based on financial incentives rather than ideology. This change applies to Islamic groups, espionage networks, and Khalistan terror groups.

The ISI’s recruitment tactics now prioritize attracting youth with monetary rewards, regardless of their religious or caste background. Offering sums ranging from Rs 10,000 to Rs 200,000 based on assigned roles, the ISI aims to draw individuals seeking a high-profile lifestyle. Intelligence agencies note that this money-centric approach has been somewhat successful for the ISI.

Notably, the ISI’s strategy extends to recruiting individuals from diverse backgrounds to create less detectable modules. Initially implemented for Khalistan terror networks, this approach leverages financial inducements to exploit Punjab’s drug issue. Intelligence agencies caution that this recruitment drive is expanding, targeting a wide audience to support terror groups and espionage activities.

At border areas, Pakistani elements are gathering intelligence on troop movements and military installations. In urban centers, youth are being paid to film sensitive locations like government offices and police stations. The ISI’s overarching goal appears to be building a nationwide network and amassing intelligence gradually, rather than an immediate strike.

While Pakistan is engaged in conflicts with various groups, including the Afghan Taliban and Tehreek-e-Taliban Pakistan, the ISI’s recruitment strategy aims to bolster not only itself but also affiliated terror organizations. By accumulating information and recruits in India, the ISI seeks to strengthen these groups for future operations.

Intelligence agencies advise vigilance, particularly monitoring influencers, as the ISI may target them to shape a narrative against India. The recent exposure of a spy network involving influencers underscores the need for heightened awareness and security measures.
