The Rajya Sabha is preparing for a packed Monsoon Session commencing on July 20. The government has outlined a legislative agenda focusing on judicial reforms, tax measures, and support for micro, small, and medium enterprises (MSMEs). Members are set to discuss five new Bills, including proposals on Supreme Court expansion, income tax amendments, MSME sector reforms, birth and death registration norms, and changes to the law on national honour, reflecting the government’s reform priorities.
Rukmini Mallik, a Rajya Sabha member from West Bengal, has tendered her resignation, which has been accepted by the Upper House Chairman C.P. Radhakrishnan, leading to the vacancy of her seat. Additionally, the session is expected to introduce five new Bills, such as the Income-tax (Amendment) Bill, 2026, the Supreme Court (Number of Judges) Amendment Bill, 2026, the Registration of Births and Deaths (Amendment) Bill, 2026, the Prevention of Insults to National Honour (Amendment) Bill, 2026, and the Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026, aimed at enhancing business operations, addressing delayed payments, and strengthening arbitration enforcement.
One significant bill awaiting consideration is the Foreign Contribution (Regulation) Amendment Bill, 2026, currently pending in the Lok Sabha. This bill seeks to amend the Foreign Contribution (Regulation) Act, 2010, and will proceed to the Rajya Sabha post its Lok Sabha approval. Furthermore, the government plans to review the Viksit Bharat Shiksha Adhishthan Bill, 2025, after the Lok Sabha passes it, aiming to bolster higher education standards and institutional autonomy, and establish a Viksit Bharat Shiksha Adhishthan.
The Parliamentary Bulletin highlights that the House’s financial agenda will involve deliberations on the Appropriation Bill related to Demands for Excess Grants for the Financial Year 2022–23.
