The Islamic State–Khorasan Province (ISKP) thrives on connectivity, with Pakistan playing a central role due to historical and geographical ties, as per a report. Contrary to portraying ISKP as an external threat from Afghanistan, the report reveals its roots in Pakistan’s jihadist ecosystem dating back to the 1980s Afghan war. Islamabad’s history of differentiating between friendly and hostile jihadists has facilitated groups like ISKP to recruit and operate.

The report criticizes Pakistan for fostering an environment where armed religious proxies can flourish, leading to the rise of groups like ISKP. By maintaining compartmentalized jihadist networks, Pakistan has enabled these groups to operate and expand their influence. ISKP’s activities in Balochistan, targeting minority communities and aligning with state interests against secular movements, have raised concerns about the security situation in the region.

In Balochistan, where military presence is high, jihadist organizations pose a threat to Baloch nationalist groups and minority communities. The report points out the security establishment’s selective approach in dealing with armed groups, highlighting the challenges faced by peaceful activists compared to militant organizations. Allegations regarding individuals like Shafiq Mengal and the use of pro-state militias as intermediaries underscore the complex dynamics within Pakistan’s security landscape.

The report concludes by emphasizing that Pakistan’s security establishment has inadvertently contributed to the emergence of groups like ISKP by nurturing armed religious factions instead of eradicating them, shaping a strategic culture that perpetuates extremist activities.
