Russian President Vladimir Putin and the Association of Southeast Asian Nations (ASEAN) delegations finalized the Kazan Declaration during the Russia-ASEAN summit. The declaration, titled ‘ASEAN-Russian Federation: Unity in Diversity – 35 Years Together,’ marked a significant step in enhancing their strategic partnership. Additionally, the summit saw the approval of four key outcome documents, including agreements on energy and cultural cooperation, as well as a plan of action for the ASEAN-Russia Strategic Partnership from 2026 to 2030.
The ASEAN-Russia Commemorative Summit, held to celebrate the 35th anniversary of ASEAN-Russia relations, was co-chaired by President Ferdinand Marcos Jr of the Philippines, the ASEAN Chair for 2026, and Russian President Vladimir Putin. The event was attended by ASEAN Leaders or their representatives, along with the Secretary-General of ASEAN, Kao Kim Hourn, and their respective delegations. Following the summit, Kao Kim Hourn participated in a Working Lunch with ASEAN Leaders, hosted by Putin, focusing on integration processes in the Eurasian space, with key figures from the Shanghai Cooperation Organisation (SCO) and the Eurasian Economic Commission (EEC).
Russian presidential aide Yuri Ushakov highlighted the emphasis placed on establishing a just and democratic multipolar world order based on international law principles and the UN Charter. The declaration reaffirmed the commitment of both parties to deepen collaboration across various sectors, such as energy, food security, transport, digitalization, science and technology, tourism, and innovative production, as reported by Russia’s state-owned Tass media.
ASEAN, founded in 1967, comprises 11 member countries, including Brunei, East Timor, Vietnam, Indonesia, Cambodia, Laos, Malaysia, Myanmar, Singapore, Thailand, and the Philippines.
