Shiv Sena MP Priyanka Chaturvedi has expressed concerns about the University Grants Commission’s Promotion of Equity Regulations, 2026, citing issues with their scope and selective application. Chaturvedi highlighted the need for clear and equal legal safeguards to prevent tensions on university campuses. She emphasized the importance of protecting all individuals from discrimination and ensuring fair application of the law.
Chaturvedi raised questions regarding the lack of safeguards against misuse and the determination of guilt in cases of discrimination. She called for precise and equal applicability of the law to avoid creating a negative environment on campuses. The UGC’s regulations aim to enhance anti-discrimination mechanisms in higher education institutions by establishing equity committees, equal opportunity centers, helplines, and monitoring squads.
The regulations define discrimination broadly to include explicit acts, implicit bias, and systemic exclusion. They were developed in response to a significant increase in discrimination complaints, particularly focusing on safeguarding Scheduled Castes, Scheduled Tribes, and Other Backward Classes. While some criticize the regulations for alleged one-sidedness and inadequate protections for the accused, others view them as necessary corrective measures to address historical marginalization without promoting reverse discrimination.
Supporters argue that the regulations promote institutional accountability by holding heads of institutions responsible for addressing harassment complaints and ensuring compliance. However, critics warn that without clear application and definitions, the rules could lead to heightened mistrust and conflicts on campuses, potentially hindering genuine equity efforts.
