The appointment of Chief Justices and Judges of High Courts is carried out by the President under Article 217 of the Constitution. When recommending the transition of an additional judge to a permanent judge, the Chief Justice of the High Court must submit a comprehensive report that includes various performance metrics of the judge in question. This information encompasses case disposal rates, attendance records, and any absences during the relevant period.
Earlier on the same day, the Supreme Court Collegium also put forth a new set of recommendations for appointments in the Karnataka, Madhya Pradesh, and Himachal Pradesh High Courts.
