Tamil Nadu Power Utility Cracks Down on Billing Errors Amid Public Outcry

Amid rising complaints about high electricity bills in Tamil Nadu, the state’s power distribution company, TNPDCL, has launched a statewide crackdown on billing errors. Field officials have been directed to ensure accurate assessments, with warnings of disciplinary action for those issuing faulty bills. The move aims to address consumer grievances over inflated bills, delayed meter readings, and issues with the government’s free electricity benefit.

In response to consumer complaints and inspection reports revealing deficiencies in the billing process, TNPDCL has instructed Superintending Engineers to enhance billing verification and field inspections. The corporation emphasizes the need for clear accountability at all levels to prevent billing mistakes and protect revenue.

The utility has identified incorrect meter readings, defective meters, and procedural lapses as leading causes of inflated bills for domestic consumers. The Director (Finance) highlighted abnormal billing instances in various distribution sections, impacting customer confidence and the utility’s financial health. TNPDCL has observed inadequate supervision and insufficient inspections at different levels, allowing billing errors to persist.

To rectify the situation, TNPDCL has mandated surprise inspections and verification drives across all circles. Assessment staff will scrutinize meter readings closely, while inspection officials’ performance will be regularly monitored. Superintending Engineers are tasked with ensuring transparent and consumer-friendly billing by holding officers accountable at various administrative levels.

Employee unions attribute the recurring issues to severe manpower shortages rather than negligence. The Central Organisation of Tamil Nadu Electricity Employees President, S. Kannan, cited significant vacancies in assessor and inspector roles, leading to inspectors handling meter reading duties and revenue supervisors focusing on bill collection. TNPDCL is working to fill vacancies and considering deploying field assistants for meter reading until regular recruitment is completed.
