The Telecom Regulatory Authority of India (TRAI) disclosed that in 2025, 7,31,120 notices were sent to unregistered telemarketers for breaching Unsolicited Commercial Communication (UCC) regulations. Among these, 4,73,075 entities faced one-month communication restrictions, while 89,936 repeat offenders encountered six-month communication limits. Additionally, 1,84,482 telecom resources were disconnected due to ongoing non-compliance efforts.
Cumulatively, since August 2024, more than 21.05 lakh telecom resources have been disconnected, showcasing intensified actions to combat persistent spam networks and bolster compliance within the telecom industry. Throughout the year, a total of 31.09 lakh UCC complaints were lodged through various channels, with over half, amounting to 17.06 lakh complaints, submitted via the Do Not Disturb (DND) application, highlighting increased consumer involvement in reporting unsolicited communications.
Anil Kumar Lahoti, Chairman of TRAI, emphasized that the enforcement endeavors in 2025 aimed at enhancing consumer control over unsolicited commercial communications. Notably, complaints against unregistered telemarketers dominated the reported cases, surpassing complaints against registered telemarketers, underscoring TRAI’s focus on unauthorized and non-compliant entities operating beyond regulatory boundaries.
The DND ecosystem witnessed a substantial surge in adoption, with DND app installations escalating by 84.43% year-on-year in 2025, reaching a cumulative 28.08 lakh installations, compared to 15.22 lakh in 2024. TRAI outlined a dual strategy to facilitate legitimate, consent-based commercial communications through registered entities while implementing regulatory, technological, and enforcement measures like DLT (blockchain)-based registration, AI-driven spam detection, mandatory use of designated number series, reinforced complaint mechanisms, and disconnection of non-compliant senders to combat unsolicited communications from unregistered entities.
