The Union Education Ministry announced that its School Management Committee (SMC) Guidelines 2026, aimed at forming parent-led panels to oversee institutions, will not apply to private and unaided schools. Education Minister Dharmendra Pradhan termed these guidelines as a move to entrust education and school administration to society. The Ministry clarified that private, unaided schools falling under Section 2(n)(iv) of the Right to Education (RTE) Act, 2009, will not be governed by these Guidelines if they have not received aid or grants from the government or local authority.
The RTE Act defines private, unaided schools as institutions that, despite lacking government funding, must adhere to social obligations such as reserving seats for disadvantaged children. While exempting private, unaided schools from the guidelines, the Ministry encouraged them to establish School Management Committees to enhance transparency, accountability, and participatory governance. The Ministry stressed that collaboration among the Government, schools, parents, and the community is crucial for enhancing school operations and ensuring better educational outcomes for children.
The guidelines, introduced on May 6, proposed the formation of SMCs led by a parent with the school principal serving as the member secretary. These guidelines replaced the existing School Management Development Committees (SMDCs) and expanded the framework to secondary and senior secondary schools. The Education Ministry launched the School Management Committee (SMC) Guidelines 2026 to boost community involvement in school education, aiming for decentralized and participatory school governance to create a supportive and inclusive learning environment that prioritizes children’s well-being.
The objective is to foster community ownership of schools by uniting all stakeholders on a common platform. Addressing concerns raised by certain segments of society, the Ministry excluded private, unaided schools from the guidelines’ scope due to issues related to Section 21 of the RTE Act, 2009.
