Union Home Minister Amit Shah introduced four digital tools and revealed the mascots, “Pragati” and “Vikas,” for the upcoming Census-2027. These digital platforms, developed by the Centre for Development of Advanced Computing (C-DAC), aim to streamline enumeration operations nationwide. Census-2027, the world’s largest census exercise, will be conducted digitally for the first time in two phases, with the option of Self-Enumeration available.
The mascots, “Pragati” and “Vikas,” symbolize the equal participation of women and men in India’s development goals by 2047. They will play a crucial role in disseminating information and key messages related to Census-2027 across various segments of society in a citizen-friendly manner. Additionally, the Home Minister launched four digital tools to support enumeration operations, including the Houselisting Block Creator web application for creating houselisting blocks using satellite imagery.
One of the significant tools introduced is the HLO mobile application, a secure offline app for enumerators to collect houselisting data directly from households. This app enables field workers to upload data digitally, reducing paperwork and enhancing data accuracy. Moreover, a Self-Enumeration portal has been introduced for eligible household members to submit details online before field operations commence.
The Census Management and Monitoring System portal, the fourth platform launched, is a centralized digital system to aid in planning, managing, and monitoring all census-related activities. This system will allow authorities at different levels to track the progress of enumeration and field operations in real time through an integrated dashboard.
