Union Minister Launches Programme for Scientists’ Administrative Capacity Building

Union Minister of State Dr. Jitendra Singh initiated a new program, “Administrative Capacity Building for Scientists and Academicians,” to enhance governance skills among scientific and academic leaders. This program, part of the Mission Karmayogi framework, aims to address the lack of formal administrative training for professionals in these fields who often assume leadership roles without prior exposure to governance processes. The initiative seeks to provide structured training to reduce reliance on informal learning methods.

The training modules will be continuously updated to incorporate advancements like artificial intelligence, maintaining a balance between technological integration and human decision-making. The Capacity Building Commission, under the minister’s guidance, will introduce specialized modules for specific administrative functions and propose a course on handling Parliamentary Questions to enhance officials’ procedural knowledge. Moreover, short orientation programs will be developed for junior civil servants and Assistant Secretaries to enhance their understanding of governance systems.

Dr. Singh emphasized the need for a shift towards a role-based model in capacity building, moving away from rigid rule-based systems. He highlighted the importance of integrating private sector practices into governance to adapt to the rapidly changing environment, as traditional approaches are no longer as effective. The Chairperson of the Capacity Building Commission, S. Radha Chauhan, emphasized the importance of making public institutions more flexible and people-centric in the upcoming phase of Mission Karmayogi, despite the growing influence of artificial intelligence.

During the event, Dr. Singh also unveiled the upgraded UNNATI portal and presented a roadmap for the nationwide implementation of the Karmayogi Kartavya Karyakram. Additionally, a memorandum of understanding was signed between the Capacity Building Commission and the Research and Information System for Developing Countries to foster global knowledge partnerships in capacity building.
