US Secretary of State Marco Rubio informed lawmakers that Venezuela, led by Nicolas Maduro, has become a crucial hub for China, Russia, and Iran in the Western Hemisphere. Rubio highlighted that China has been obtaining Venezuelan oil at significant discounts, even receiving it without payment to settle debts. He emphasized the concerning presence and activities of China, Russia, and Iran in Venezuela, posing a strategic risk close to the United States.
Rubio stressed the gravity of the situation, describing it as a substantial strategic threat not far away but within the hemisphere where the US operates. He outlined that the US’s actions against Maduro aimed to disrupt this dynamic and regain control, emphasizing the need to address the unsustainable circumstances.
Regarding China’s access to discounted Venezuelan oil, Rubio mentioned that the US-led oil measures have curtailed China’s preferential treatment, requiring them to purchase oil at regular market prices like other nations. He highlighted that revenues from sanctioned Venezuelan oil are now under US supervision, ensuring they benefit the Venezuelan people.
Rubio pointed out China’s strategic interests in the Western Hemisphere, focusing on economic influence rather than ideological motives. He noted China’s pursuits in telecommunications, infrastructure development, and mineral rights, often achieved through unfavorable agreements and debt entanglements. Rubio also mentioned a decline in China’s influence in the region, citing instances like Panama’s withdrawal from the Belt and Road Initiative and political changes in Latin America.
