West Bengal Government Initiates 7th Pay Commission for State Employees

The West Bengal government has taken a significant step by announcing the establishment of the 7th Pay Commission for state government employees, as pledged in the Bharatiya Janata Party’s election manifesto for the recent West Bengal assembly polls. The Commission, as outlined by the state Finance Department, will assess and propose necessary modifications in emoluments, encompassing pay, allowances, and other benefits, in cash or kind. This evaluation will consider the rationalization, contemporary requisites, and specific needs of various government bodies and corporations under the state’s administrative control.

The primary objective of the 7th Pay Commission is to analyze the service conditions of employees across different categories and devise a remuneration structure that attracts and retains talent in government service. Emphasizing the enhancement of efficiency, accountability, and work-life balance, the Commission aims to recommend adjustments in the dearness allowance and formulate a suitable pay structure. Additionally, it will suggest special allowances, including travel allowances, currently provided to employees alongside their regular pay, while also streamlining the multitude of existing allowances.

Furthermore, the Commission will propose methods for the initial pay fixation for current employees and the pension revision for retirees. It will review existing promotion policies, both functional and non-functional, and recommend feasible changes to enhance promotion norms, efficiency, and productivity. Special attention will be given to fostering a people-centric approach, social responsibility, and administrative efficiency.

The 7th Pay Commission will also evaluate pension and related benefits under prevailing retirement schemes, including medical benefits, and suggest feasible modifications. It will consider the recommendations of the 8th Central Pay Commission by the Government of India and establish its procedures, appointing advisors and consultants as necessary. The Commission aims to submit its recommendations promptly, preferably within six months, with provisions for interim reports if required by the State Government.
