The Assam government has made changes to the Assam Excise Rules, 2016, which industry sources believe could result in higher liquor prices. The amendments broaden the scope of licensed operations and redefine key terms related to the production, storage, and sale of alcoholic beverages in the state. These changes, effective immediately except for one provision starting July 1, 2026, include revising the alcohol content threshold and expanding the definition of “Manufactory.”
The revised rules now encompass premises where various alcoholic beverages are manufactured and stored without excise duty payment. Additionally, the licensing framework has been expanded to include IMFL wholesale warehouses, beer wholesale warehouses, beer retail OFF shops, and Country Spirit wholesale and retail outlets. The amendments aim to enhance regulation, clarify licensing structures, and improve oversight within the liquor industry, although industry experts anticipate increased operational costs for stakeholders, potentially leading to higher retail liquor prices.
The modifications are part of Assam’s ongoing initiatives to enhance supervision of the alcohol sector and modernize excise administration to align with industry advancements.
