The Central government has undertaken twelve years of reforms like Jeevan Pramaan and participatory governance to enhance pensioners’ quality of life and improve access to pension-related services. The Department of Pension & Pensioners’ Welfare (DoPPW) has utilized technology and stakeholder engagement to ensure timely support for pensioners nationwide. Initiatives such as Aadhaar-based Digital Life Certificates and Face Authentication technology have enabled pensioners to conveniently submit life certificates using smartphones.
The launch of Aadhaar-based Digital Life Certificates in 2014 and subsequent technological advancements have facilitated pensioners in submitting life certificates from anywhere at any time. To broaden its reach, DoPPW has conducted four Nationwide Digital Life Certificate Campaigns since 2022. The most recent campaign, DLC Campaign 4.0, conducted in November 2025, resulted in over 1.91 crore Digital Life Certificates, with more than 57 lakh from Central Government pensioners.
In addition, the government has enhanced participatory governance through 57 Pensioners’ Welfare Associations (PWAs) that act as an extension of the Department. These associations play a crucial role in disseminating information, aiding pensioners in accessing services, and supporting grievance redressal and Digital Life Certificate campaigns. Regular outreach meetings between DoPPW and PWAs have facilitated direct communication of grassroots concerns to policymakers, ensuring inclusive governance.
To improve service delivery at pension disbursing banks, DoPPW has established Bankers’ Awareness Programmes (BAPs). Collaborating with major pension disbursing banks, 13 awareness programs have been conducted to familiarize banking personnel with evolving pension rules and digital initiatives. These programs have enhanced the capacity of banking staff, leading to more efficient and pensioner-friendly services.
Pensioners’ Awareness Programmes (PAPs) have been organized nationwide to educate pensioners on pension rules, digital services, grievance redressal mechanisms, and welfare initiatives. These programs have facilitated direct interaction between pensioners and stakeholders, promoting awareness and empowering pensioners to confidently access government services.
