In a move to support industry and entrepreneurship, the Chhattisgarh Legislative Assembly has approved the Chhattisgarh Ease of Doing Business Act, 2026. This act introduces a risk-based business approval system, aiming to simplify processes for businesses of varying risk profiles based on size, investment, and activities. The law offers streamlined procedures, self-certification, and deemed approvals for low-risk businesses like MSMEs and startups.
The legislation will ease regulatory and documentation requirements for low-risk enterprises while maintaining oversight for high-risk and large industries. Self-certification or certification by licensed professionals will replace frequent government inspections for many low-risk businesses. Additionally, approvals for various permits will no longer need annual renewals, transitioning to a risk-based compliance framework.
More than 15 lakh MSMEs in Chhattisgarh are expected to benefit from this Act, which aims to reduce red tape, lower compliance costs, and enhance transparency to attract investments and create job opportunities. These reforms are designed to allow entrepreneurs to concentrate on business growth rather than administrative processes. Industry stakeholders have praised this move as a forward-looking step that positions Chhattisgarh as an attractive investment hub.
To ensure effective implementation, the Act establishes a three-tier monitoring system comprising a state-level committee chaired by the Chief Secretary, district-level monitoring led by the District Collector, and an apex council overseen by the Chief Minister. This structured oversight is intended to maintain accountability within departments and ensure the timely execution of the reforms.
