Congress MP Manish Tewari expressed concerns about the Foreign Contribution (Regulation) Amendment Bill, 2026, introduced in the Lok Sabha. Tewari highlighted constitutional issues with the proposed legislation, particularly related to the right to property. He emphasized the need for detailed scrutiny of the Bill by either a Standing Committee or a Joint Parliamentary Committee.
Tewari also raised apprehensions about the potential impact of the Bill on civil society organizations receiving foreign funding. He cautioned that the broad powers granted to the executive could result in targeted actions against dissenting organizations. The MP underscored the necessity for a closer examination of the Bill’s provisions due to various problematic aspects.
Union Minister of State for Home Affairs Nityanand Rai defended the Bill, stating its objective is to enhance transparency in utilizing foreign contributions. Rai emphasized the government’s commitment to preventing activities contrary to national interests. He clarified that the legislation aims to ensure transparency and accountability in the use of foreign funds, without obstructing genuine institutions aligned with India’s sovereignty and integrity.
