Congress President Mallikarjun Kharge has written to Prime Minister Narendra Modi, requesting an all-party meeting to discuss the government’s revised Bills on delimitation before the upcoming Monsoon Session in Parliament. Kharge highlighted that the Congress had previously sought broader consultations on this issue earlier in the year. He emphasized that his requests for an all-party meeting on the government’s delimitation proposals in March and April 2026 were not accepted.
Kharge also mentioned the fate of the Constitution (131st Amendment) Bill, 2026, which did not secure the required two-thirds majority in the Lok Sabha on April 17, 2026. Reports suggest that the Centre is considering reintroducing a revised version of this Bill during the forthcoming Monsoon Session of Parliament. Kharge reiterated his call for an All Party Meeting to discuss the revised proposals on delimitation and related issues, allowing political parties sufficient time to review them before their introduction in Parliament.
The proposed constitutional amendment aims to advance the implementation of women’s reservation in the Lok Sabha and state legislative assemblies. It also includes a significant increase in the Lok Sabha’s strength, from 550 seats to 850 seats, marking one of the most extensive electoral reforms in recent times.
The letter from Kharge to PM Modi was shared by Congress General Secretary (Communications) Jairam Ramesh and has been made public by Kharge and the Congress party. The Constitution (131st Amendment) Bill, 2026, the Delimitation Bill, 2026, and the Union Territories Laws (Amendment) Bill, 2026, were not passed by the Lok Sabha in April after failing to secure the necessary support.
