Delhi Police Arrest Couple for Racial Abuse of Arunachal Pradesh Women

Delhi Police have apprehended the accused couple involved in the racial abuse and humiliation of three women from Arunachal Pradesh in Malviya Nagar, Delhi. Harsh Singh and Ruby Jain have been taken into custody, with more information awaited. The arrests occurred five days after the incident took place.

Provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act have been applied in this case based on the available evidence. An ACP-level officer is currently leading the investigation, which is under close supervision by senior officials as further inquiries progress.

The victims, three women from Arunachal Pradesh, were reportedly subjected to racial slurs, humiliation, and intimidation by their neighbors, Harsh Singh and Ruby Jain, in Malviya Nagar. The altercation began on February 20 over repair work at their rented flat, during which the women were derogatorily referred to as “dhandhewali (sex worker)” by their neighbors.

Allegedly, the conflict escalated when dust and debris from an electrician’s work at the women’s flat fell onto the floor below, leading to objections from the neighbors. The women claimed that the couple next door verbally abused them, making derogatory racial remarks not only against them but also the Northeastern community. A video of the incident later circulated widely on social media platforms.

According to the Delhi Police, a First Information Report (FIR) has been lodged against the couple under various sections of the Bharatiya Nyaya Sanhita, 2023, including charges related to outraging a woman’s modesty and inciting enmity based on religion, race, and related factors.

In response to the incident, Arunachal Pradesh Chief Minister Pema Khandu strongly denounced the racial abuse and humiliation suffered by the three women in South Delhi. He urged the Delhi Police Commissioner to swiftly and decisively address the matter. Additionally, Meghalaya Chief Minister Conrad K. Sangma, Congress Lok Sabha member Angomcha Bimol Akoijam, and LS member Indra Hang Subba from Sikkim, among other political figures and organizations, have also condemned the incident and demanded stringent action against the perpetrators.
