District hospital casualty wards are recommended to transform into fully operational Emergency Care Departments with triage, resuscitation, and other essential services, as highlighted by panelists during a post-Budget webinar session. The emphasis is on equipping these emergency care departments with ambulance bays, diagnostics, and emergency operating theaters. Discussions in the webinar session centered on fortifying Emergency and Trauma Care Centers, enhancing pre-hospital response, and integrating the 112 Emergency Response Support System with ambulance services and hospitals, as stated by the Ministry of Health and Family Welfare.

Participants underscored the need for improved coordination among emergency services and enhancing the operational capabilities of emergency response systems, according to an official statement. Dr. VK Paul from NITI Aayog stressed the necessity of a systematic and outcome-driven approach to strengthen emergency and trauma care at the district level. He highlighted the significance of monitoring key indicators to enhance response and treatment for time-sensitive emergencies, advocating for the use of digital technologies and real-time monitoring to achieve the desired integration among stakeholders.

Dr. Paul also called for continuous training and upskilling of emergency care personnel to establish a robust and responsive emergency care system. Discussions during the session included the expansion of MD and DNB courses in Emergency Medicine, the creation of a dedicated Emergency Medical Officer cadre, and initiatives for skill-based training to develop a sustainable emergency care workforce. The session convened policymakers, public health experts, clinicians, administrators, and representatives from state governments and other stakeholders to deliberate on strategies for reinforcing emergency and trauma care systems and ensuring the effective implementation of the Budget announcement.

In the Union Budget 2026–27, a significant initiative was unveiled to enhance emergency healthcare services nationwide. The Budget proposal aims to bolster and expand emergency and trauma care capacities by 50% in District Hospitals through the establishment of Emergency and Trauma Care Centers.
