The Election Commission of India has reached out to Karnataka’s Chief Secretary for information regarding the release of guarantee scheme funds in Davanagere and Bagalkot districts, where bye-election processes are ongoing. This action comes after the state government disbursed funds for guarantee schemes during the bye-election period. The Commission, through Secretary Pawan Diwan, has requested a comprehensive report on the funds released in both districts, including details of the approving officers.
The Election Commission’s directive emphasizes adherence to the Model Code of Conduct, stating that no new funds should be allocated for welfare schemes without prior approval while the Code is in effect. It has also instructed that any pending approvals or disbursements should not proceed without clearance from the Commission. In response to these developments, Deputy Chief Minister D.K. Shivakumar accused the BJP of using the Election Commission’s mechanism to obstruct the state government’s guarantee schemes, labeling it as an attack on the disadvantaged and unemployed youth.
Shivakumar, addressing the media in Davanagere, defended the government’s welfare initiatives, highlighting their national significance. He criticized Prime Minister Modi’s remarks questioning the implementation of guarantees in Karnataka, asserting that the schemes had positively impacted other states. Alleging that the BJP has consistently aimed to disrupt programs benefiting youth and women, Shivakumar clarified that the schemes were not election-specific but part of ongoing public welfare efforts.
