The Gujarat government has inked a deal with Meta to launch WhatsApp-based delivery of state services, aiming to enhance digital governance for citizens. This collaboration, endorsed by Chief Minister Bhupendra Patel, enables people to access various government services through a single WhatsApp number in Gujarati and English. Initially, about 20 citizen-centric services from five key departments will be integrated into the platform via a WhatsApp chatbot.
The services are anticipated to cover grievance redressal aid, income certificates, caste certificates, EWS certificates, ration card updates, revenue records, and official affidavits. Officials highlighted that this move aligns with Prime Minister Narendra Modi’s ‘Nagrik Devo Bhava’ vision and Gujarat’s shift towards ‘WhatsApp Governance.’ They emphasized that this initiative will facilitate citizens, both rural and urban, to avail services from their homes through mobile phones, eliminating the need to physically visit government offices or navigate multiple online portals.
Moreover, the platform aims to enhance the last-mile delivery of public services, streamlining processes for faster and simpler service access. Real-time tracking of applications and services will be reinforced, with plans to gradually incorporate more government services into the WhatsApp-based system in the future. This initiative stems from recommendations by the Gujarat Administrative Reforms Commission and is part of the state’s digital governance expansion efforts led by Chief Minister Bhupendra Patel.
Officials stressed that the primary beneficiaries of these new citizen-centric services would be the common people, simplifying government services, saving time and costs, and strengthening transparency and accountability. They noted that Gujarat had previously introduced digital governance initiatives through Jan Seva Kendras in urban areas and VCE-based systems in rural regions, benefiting numerous citizens with transparent and simplified service delivery.
The collaboration with Meta is seen as a strategic move to advance citizen-centric governance by enabling end-to-end digital service delivery, from application submission to certificate issuance via mobile devices. The MoU was signed between Harit Shukla, Secretary of the Training and Administrative Reforms Division of the General Administration Department, and representatives from Meta.
