Indian security agencies have recently dismantled several terror-linked modules believed to be orchestrated by the underworld under the direction of Pakistan’s Inter-Services Intelligence (ISI). The investigations, triggered by the recruitment of youths through social media platforms, have revealed the involvement of underworld figures like Dawood Ibrahim, Shahzad Bhatti, and Ajmal Gujjar. While the initial focus was on potential attacks in Delhi and Mumbai, intelligence agencies now suspect these modules were also intended to divert attention from a larger terror plot targeting Jammu and Kashmir.
A senior Intelligence Bureau official has indicated that the primary objective behind these modules seems to be a significant strike in Jammu and Kashmir. The underworld has reportedly established multiple networks across the country, some of which might have been strategically designed to confuse security agencies. These networks have been actively recruiting individuals with specific skills such as mobile phone mechanics, computer expertise, and CCTV knowledge.
The recruitment pattern of these networks initially suggested plans for attacks in Delhi and Mumbai. However, a deeper probe has unveiled a broader conspiracy involving Jammu and Kashmir, resembling previous incidents like Pulwama and Pahalgam. Notably, the recent modus operandi involved the recruitment of Indian nationals without any religious bias in the selection process. The ISI’s objective appeared to replicate the impact of past attacks while using Indian operatives as the main executors of the plan.
Security measures in Jammu and Kashmir have been heightened following recent attacks, with ongoing efforts to thwart potential terror activities. Despite these challenges, the ISI continues its covert operations to establish terror networks in the region, albeit in a discreet manner. The emergence of additional modules linked to known figures like Bhatti and Dawood underscores the need for vigilance, as these networks aim to create multiple cells capable of targeting Indian cities.
Investigators have uncovered plans by one such module in Faridabad to install CCTV systems along key routes to monitor military movements. Members of this network had also traveled to Pulwama, allegedly sharing sensitive information with handlers in Pakistan. These findings indicate a concerted effort to gather intelligence from Kashmir for planning attacks similar to Pulwama and Pahalgam.
