Kolkata Police have implemented strict guidelines to speed up the registration and transfer of Zero FIRs within their jurisdiction and neighboring districts. This initiative aims to tackle delays in filing FIRs, which can hinder the efficient handling of criminal cases and the justice system. Kolkata Police Commissioner Ajay Nand issued these directives to address administrative reluctance and procedural delays at the police station level.
The guidelines require the officer-in-charge registering the Zero FIR to personally coordinate with the receiving police station for prompt and smooth case transfers. Additionally, the transferring officer must share all relevant case details and the complainant’s contact information with the receiving officer-in-charge. Transparency is emphasized, with complainants being kept informed of the progress and actions taken by the department, including sharing the contact details of the receiving police station’s officer-in-charge.
Special emphasis is placed on cases involving crimes against women, where the registration and transfer of Zero FIRs must be promptly reported to the respective divisional Deputy Commissioner of Police. These guidelines come in the wake of a tragic incident involving the rape and murder of a minor in Baruipur, South 24 Parganas district. Following the arrest of four individuals in connection with the crime, including one who was killed in a police encounter, West Bengal Police has appointed a more experienced Deputy Superintendent of Police (DSP)-rank officer, Santanu Mukhopadhyay, to lead the investigation.
