The Maharashtra Assembly has unanimously approved the Maharashtra Land Revenue Code (Second Amendment) Bill 2026. This bill empowers district collectors and divisional commissioners to regularize minor breaches of conditions, aiming to resolve 90% of cases locally. Revenue Minister Chandrashekhar Bawankule highlighted that this amendment simplifies and expedites the process of regularizing breaches in government land transactions.
The previous absence of a legal provision within the Maharashtra Land Revenue Code (MLRC) for regularizing breaches in lands granted by the government led to litigation and delays. Amendments under Sections 37 ‘A’ and 328 ‘A’ of the Code have now been introduced to address this issue. Bawankule emphasized the decentralization of powers, stating that cases involving values up to Rs 1 crore will now be settled at the District Collector or Divisional Commissioner level, reducing the burden on citizens.
The bill garnered unanimous support from Members of the Legislative Assembly (MLAs) across party lines. Additionally, the Maharashtra Assembly also passed the Maharashtra Tenancy and Agricultural Lands Laws (Amendment) Bill 2026. This amendment aims to facilitate industrial investment and eliminate obstacles in the Tenancy Act.
Bawankule elaborated on the key provision of abolishing the “40-times Nazrana” on land sales, providing extensions to industrial projects under specific circumstances. Industrial projects facing delays due to global crises or legal issues will now be eligible for a three-year extension granted by the State Government. Moreover, the acquisition of ‘Class-1’ lands for industrial clusters is mandated, with a requirement to convert ‘Class-2’ lands before purchase.
