NCW to Recommend Complete Prohibition on Parole for Rape Convicts

National Commission for Women (NCW) Chairperson, Vijaya Rahatkar, stated that the Commission plans to propose a ban on parole for individuals convicted of rape, aggravated sexual assault, and serious crimes against women and children. The recommendations may involve changes to prison and parole regulations, designating certain offenses, including rape and aggravated sexual assault, as ineligible for parole. Additionally, the Commission might suggest measures like mandatory risk assessment and consultation with survivors before granting temporary release.

Expressing concerns following a recent sexual assault and murder case in Nasrapur, Pune, where a 65-year-old man assaulted a four-year-old girl, Rahatkar emphasized the need for enhanced public safety and women’s confidence. She stressed the importance of prioritizing the protection and security of women and children, particularly in such tragic incidents. In Nasrapur, the perpetrator lured the child into a cattle shed, raped and killed her, prompting calls for systemic reforms in handling crimes against women and children.

The NCW Chairperson also plans to propose comprehensive reforms to strengthen the justice system in cases of crimes against women and children. These reforms may include setting up Special Fast Track Trial Courts for swift case resolution, improved coordination during investigations and trials, and the establishment of a time-bound mechanism for evidence examination and witness statements. Rahatkar highlighted the necessity for stricter monitoring of habitual offenders under the POCSO Act and other sexual offense laws to prevent repeat offenses.

Rahatkar emphasized the importance of continuous surveillance and preventive measures for habitual offenders, suggesting that state police maintain strict monitoring and take preventive actions, such as obtaining bonds for good conduct. She also recommended regular monitoring of such offenders by local police stations and the submission of periodic reports to higher authorities to prevent the recurrence of offenses.
