The National Investigation Agency (NIA) lodged a supplementary chargesheet against Hafiz Saeed, the Pakistan-based terrorist and founder-chief of Lashkar-e-Taiba (LeT), regarding the deadly Pahalgam terror incident. This chargesheet, submitted at the NIA Special Court in Jammu, identifies Hafiz Saeed both individually and as the head of the banned LeT and its proxy group, The Resistance Front (TRF).
Charges have been brought against the accused under various sections of the Bharatiya Nyaya Sanhita (BNS), 2023, and the Unlawful Activities (Prevention) Act, 1967. The NIA has also included allegations of waging war against India and engaging in a criminal conspiracy from across the border. The supplementary chargesheet, an extension of the original 1,597-page document, outlines Pakistan’s purported conspiracy, Hafiz Saeed’s involvement, and the evidence collected by the agency through scientific analysis and thorough field verification.
In a previous chargesheet filed on December 15, 2025, the NIA had mentioned Pakistani terror handler Sajid Jatt, three militants killed during Operation Mahadev in July 2025, and two arrested suspects. The agency had also indicted the banned LeT/TRF as a legal entity for its alleged participation in planning, facilitating, and executing the attack.
The Pahalgam terror attack on April 22, 2025, in Jammu and Kashmir, saw religion-based targeted killings carried out by Pakistan-supported terrorists, resulting in the deaths of twenty-five tourists and a local resident. Initially recorded as FIR No. 25/2025 at Pahalgam Police Station in Anantnag district, the case was transferred to the NIA by the Ministry of Home Affairs following a preliminary investigation by the Jammu and Kashmir Police. The NIA stated that investigations under case RC-02/2025/NIA/JMU are ongoing to uncover the broader conspiracy and Pakistan’s alleged involvement in sponsoring terrorism within India.
