The governments of Odisha and Meghalaya have signed a Memorandum of Understanding (MoU) to enhance Early Childhood Care, Education, and Development (ECCED) through inter-state cooperation. This MoU aims at promoting mutual learning, capacity building, and sharing best practices in Early Childhood Development (ECD). The collaboration focuses on strengthening holistic interventions in nutrition, health, early learning, responsive caregiving, community engagement, and institutional capacity building.
The agreement emphasizes knowledge exchange, joint research, exposure visits, documentation of best practices, and capacity development of officials at various levels. Officials highlighted the crucial role of the early years in establishing lifelong health, learning, and well-being. They stressed the significance of state-to-state learning in crafting contextually relevant, community-driven solutions.
The partnership aims to utilize Odisha’s experience in community-based and culturally responsive ECD initiatives, along with Meghalaya’s innovative approaches in providing social sector services in tribal and geographically challenging areas. This collaboration signifies the joint commitment of both states to promote equitable and inclusive early childhood outcomes in line with national human capital development priorities. The MoU is expected to result in practical learning and tangible benefits for young children, caregivers, and frontline workers in both states.
The MoU was officially signed by Sampath Kumar, Principal Secretary of the Government of Meghalaya, and Ananta Narayan Singh Laguri, Additional Secretary of the Women & Child Development Department of the Government of Odisha. The signing took place in the presence of Deoranjan Kumar Singh, Development Commissioner-cum-ACS (Additional Chief Secretary) of Odisha, and other senior officials from both states.
