Three Cuban nationals, one of whom is a former employee of a Cuban government-linked organisation recently sanctioned by the United States, have been arrested by federal authorities. The State Department confirmed that their legal status was terminated by Secretary of State Marco Rubio, leading to their apprehension. Carlos Antonio Lloga Dominguez, along with his wife and son, is currently in federal custody awaiting deportation from the United States.
The State Department revealed that Lloga Dominguez had worked for over a decade as a foreign operative for the Cuban Institute of Friendship with the People (ICAP), a key intelligence front group of the Communist Cuban regime in the US. This organization, ICAP, was sanctioned by Rubio under Executive Order 14404 earlier this month. ICAP is described as a central hub in a vast Cuban intelligence and influence network operating in over 150 countries through more than 2,000 organizations.
Furthermore, the State Department accused ICAP of having deep-rooted connections with Cuban intelligence and engaging in various subversive activities within the US. The organization allegedly collaborates with the Cuban government to promote anti-American propaganda, influence American politicians, and foster ties with radical groups to advance the Communist revolution agenda. The Trump administration emphasized its stance against allowing individuals associated with the Cuban Communist regime to operate freely in the US.
Under Executive Order 14404, all assets and transactions involving ICAP are blocked unless authorized by the Departments of State or Treasury. The State Department warned that foreign nationals participating in ICAP’s subversive activities against the US could face deportation. The Trump administration has been implementing stricter measures towards Cuba, including sanctions and immigration enforcement, to counter foreign influence operations and safeguard national security interests.
