The Telecom Regulatory Authority of India (TRAI) has issued recommendations regarding the auction of radio frequency spectrum for International Mobile Telecommunications (IMT). These suggestions, based on stakeholder feedback and analysis, propose putting all available spectrum in various frequency bands up for auction. TRAI suggests that the Department of Telecommunications (DoT) should reclaim spectrum from telecom companies undergoing insolvency proceedings and include it in the upcoming auction.
The spectrum identified for IMT is recommended to be auctioned on a regional basis with a 20-year validity period. TRAI advocates for continuing the Simultaneous Multiple Round Auction (SMRA) method for spectrum auctions. The net-worth requirement for new entrants in the auction is proposed to be reduced, and spectrum allocation should be done in a contiguous manner.
Furthermore, TRAI recommends maintaining existing band plans for different frequency bands in India during the upcoming auction. Specific spectrum caps are suggested to ensure fair access to spectrum for telecom service providers. Additionally, a scheme is proposed to incentivize expanding mobile network coverage in areas lacking connectivity.
