Delhi Assembly Speaker Vijender Gupta supported the idea of creating a Uniform Model of Rules of Procedure and Conduct of Business for Legislative Bodies during a consultation in Mysuru. Gupta emphasized the importance of standardizing legislative procedures in the digital age, stating that it is now a necessity for effective governance. He highlighted that having consistent rules would enhance transparency, executive accountability, and coherence within India’s democratic institutions.
The meeting, chaired by Uttar Pradesh Vidhan Sabha Speaker Satish Mahana, aimed to establish a common procedural framework for legislatures nationwide. Attendees included Maharashtra Assembly Speaker Ram Shinde, Nagaland Assembly Speaker Sharingain Longkuner, Himachal Pradesh Assembly Speaker Kuldeep Singh Pathania, and Karnataka Assembly Speaker Khadeer Fareed. Gupta praised the decision made at the 85th All India Presiding Officers’ Conference in Patna, calling it a significant step towards improving legislative efficiency and transparency across the country.
Vijender Gupta referenced constitutional provisions granting Parliament and State Legislatures the authority to regulate their procedures. He noted that the Delhi Assembly, under the Government of National Capital Territory of Delhi Act, 1991, can establish its Rules of Procedure and Conduct of Business, aligning with Lok Sabha’s rules. Gupta emphasized the importance of maintaining legislative sovereignty while adopting best parliamentary practices for the benefit of democracy.
