The Department of Administrative Reforms and Public Grievances (DARPG) recently showcased the National e-Governance Service Delivery Assessment (NeSDA) 2025 portal. This portal is designed to gather online data from States, Union Territories, and Central Ministries to evaluate the accessibility, availability, and maturity of online service delivery. Sarita Chauhan, Additional Secretary of DARPG, led the demonstration meeting, discussing the assessment framework, portal functionalities, submission workflows, reporting mechanisms, and assessment timelines.
NeSDA, a biennial assessment framework created by DARPG, aims to gauge the effectiveness and depth of existing e-Governance service delivery mechanisms from the citizen’s viewpoint. It is tailored from the Online Service Index (OSI) of the UN e-Government Survey to suit the Indian federal structure, assessing online service delivery across states, union territories, and ministries. The initiative serves as a crucial benchmarking exercise to enhance online service delivery nationwide and promote best practices among states.
The framework encompasses Government-to-Citizen (G2C) and Government-to-Business (G2B) services in various sectors like finance, labor & employment, education, local governance & utility services, social welfare, environment, tourism, public grievance, transport, and travel sectors. NeSDA 2025 aims to evaluate a total of 59 mandatory services for each State & UT and 43 services for Central ministries or departments. Stakeholder consultations, capacity building sessions, and regular review meetings with Centre, state, and UT nodal officers are planned during the NeSDA 2025 assessment cycle.
