The Enforcement Directorate (ED) has filed a charge sheet under the Prevention of Money Laundering Act (PMLA), 2002, against a former Municipal Councillor and the Chief Engineering Officer of the Imphal Municipal Corporation (IMC). The charge sheet alleges that they secured work orders from the civic body using forged documents. The ED’s Imphal Sub-Zonal office took this action against G. Gaidon Rongmei, the former Municipal Councillor, and Chingsubam Menaka Devi, the then Chief Engineering Officer of the IMC.
“The central probe agency initiated the investigation under PMLA, 2002, on the basis of FIRs registered by the Manipur Police authorities,” stated an official statement. The complaints filed by the authorized officer of the Imphal Municipal Corporation alleged that G. Gaidon Rongmei obtained work orders from the IMC by submitting forged documents. The ED investigation found that G. Gaidon Rongmei attempted to derive proceeds of crime from the IMC through criminal activities related to the scheduled offense using forged documents.
Chingsubam Menaka Devi, the Chief Engineering Officer, failed to scrutinize the documents submitted by G. Gaidon Rongmei for the work tenders. Additionally, she did not follow proper procedures regarding the work contract orders awarded to G. Gaidon Rongmei. The ED investigation revealed that the proceeds of crime amounting to around Rs 1.88 crore are to be recovered from G. Gaidon Rongmei by the IMC. These proceeds were used for personal expenses and other purposes, projected as untainted.
Chingsubam Menaka Devi knowingly overlooked the rules and regulations established by law. She directed her subordinate staff to make entries in the measure book for incomplete work and prepare payment bills without work completion certificates. This indirect assistance to G. Gaidon Rongmei in activities connected with the proceeds of crime is under scrutiny. Proceeds of crime worth approximately Rs 1.03 crore owned by G. Gaidon Rongmei have already been attached by a Provisional Attachment Order on August 21, 2025. Further investigations are ongoing.
