Police in Budgam district, Jammu and Kashmir, have taken action against 24 individuals for breaching the ban on virtual private networks (VPNs). Following orders issued by the District Administration on December 29, 2025, prohibiting unauthorized VPN usage, Budgam Police conducted verifications and monitoring. Between December 29, 2025, and January 2, 2026, 24 people were found violating the ban, leading to the registration of two FIRs against individuals with suspected terror links due to the security risks associated with encrypted platforms.

Security measures were initiated against 11 individuals, aged 18 to 40, for failing to comply with the ban orders. They were detained under Sections 126 and 170 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) and later released after warnings. Budgam Police emphasized their dedication to upholding public order, enforcing legal directives, and preventing digital platform misuse. The public was reminded to adhere strictly to all District Administration orders and use digital services responsibly.

Most districts in Jammu and Kashmir have imposed VPN bans, citing concerns that such networks are exploited by anti-national elements, posing security threats. VPN, short for Virtual Private Network, is a technology that secures network connections on public networks. By encrypting internet traffic and concealing online identities, VPNs enhance privacy and hinder third-party tracking and data theft.
