The Rajasthan Budget 2026–27 introduces initiatives to enhance youth employment, entrepreneurship, and skill development, emphasizing the state’s growth strategy. The government aims to create 15 lakh jobs by March 2029 under the Rajasthan Employment Policy 2026. Key measures include establishing the Rajasthan State Testing Agency for transparent recruitment exams, launching a self-employment scheme benefiting 30,000 youth, and setting up AI and deep-tech-enabled Techno Hubs in three cities.
To support youth in becoming job creators, the state will offer 100% interest subsidy and margin money grants on loans up to Rs 10 lakh to one lakh individuals through the Chief Minister’s Youth Self-Employment Scheme. Over Rs 1,000 crore has been allocated for this initiative, with an initial phase target of 30,000 beneficiaries. The government plans to launch a “Vibrant Programme” in selected colleges to foster a start-up culture among students and introduce the “Dream Programme” for technology-enabled career counseling and employability training.
In a move to ensure examination integrity, the Rajasthan government will establish the Rajasthan State Testing Agency and introduce online test centers for recruitment exams throughout the week. The Budget also includes the Outcome-Based Skill Impact Bond to strengthen the skilling ecosystem, linking payments to placement outcomes. Furthermore, foreign language training will be provided to 1,000 youth to enhance global employment prospects, and 20,000 unorganized sector workers will undergo assessment and certification under the Recognition of Prior Learning program.
Techno Hubs with advanced labs will be set up in Ajmer, Bharatpur, and Kota, while Institutes of Skill Development and Vocational Training will be established in every district. The Budget also allocates funds for vocational education in additional schools and the launch of the “School to Work” program. Initiatives like the Dr Bhimrao Ambedkar Rajasthan Dalit Adivasi Udyam Protsahan Yojana and the Youth Entrepreneurship Promotion Scheme aim to provide financial support and promote entrepreneurship.
