The Telangana government has devised a three-phase contingency plan to tackle the impact of El Niño, as stated by Agriculture Minister Tummala Nageswara Rao. The initial phase of preemptive action is set to be implemented to safeguard farmers from El-Nino-related hardships. Various precautionary measures have been put in place by the government to handle any potential situations effectively.
In a meeting at ICRISAT in Hyderabad, the minister conducted a detailed review with experts from different institutions, including the India Meteorological Department (IMD) and agricultural universities. The comprehensive review focused on the three-phase contingency plans, with the final action plan shaped based on inputs from scientists. Measures such as drought-tolerant crops and strategies for existing crops under drought conditions were discussed.
Addressing the possibility of delayed rains and adverse weather conditions due to El Niño effects, a statewide contingency plan in three phases has been outlined. The plan, scheduled around July 15, July 30, and August 15, aims to ensure preparedness for varying scenarios of delayed rainfall. Steps have been taken to secure the required quantity of seeds in advance to mitigate potential risks.
Officials from different departments briefed the minister on water availability and power supply status across the state. Daily reviews of rainfall conditions in the 33 districts of the state revealed that while 13 districts have normal rainfall, 20 districts are experiencing a deficit. The minister emphasized the need for a scientific approach, urging joint assessments and immediate actions in rain-deficient districts.
To address El Niño scientifically, the minister emphasized the implementation of a Dynamic District-Specific Response (DSR) approach. This includes measures like real-time rainfall monitoring, weather-based agricultural advisories, and soil moisture conservation strategies. Coordination among departments was highlighted as crucial, with directives issued for the release of a comprehensive weekly Agro-Weather Bulletin until August, encompassing detailed information on various agricultural aspects.
