US Senators Rick Scott and Jeff Merkley have put forth the Tibet Atrocities Determination Act, mandating the Secretary of State to assess if China’s actions in Tibet amount to genocide or crimes against humanity. The bill was unveiled on April 29, coinciding with Martyrs’ Day, a day of remembrance for Tibetan freedom fighters. Senator Scott condemned China’s actions in Tibet, labeling them as genocide, citing systematic killings, torture, forced sterilization, and other atrocities. He emphasized the need to hold China accountable for its actions. Senator Merkley echoed similar sentiments, denouncing China’s oppression of Tibetans and calling for action against the ongoing human rights violations. Reports from the US State Department and human rights organizations have documented enforced disappearances, arbitrary detentions, and repression of Tibetans, including the unresolved case of the 11th Panchen Lama recognized by the Dalai Lama. The statement also highlighted concerns about the separation of Tibetan children from their families, restrictions on cultural education, and political indoctrination in boarding schools. The mounting evidence has prompted calls to investigate whether China’s policies align with the legal definitions of genocide or crimes against humanity under international conventions.
