Botcha Satyanarayana, the Leader of the Opposition in the Andhra Pradesh Legislative Council, has written to Governor S. Abdul Nazeer, highlighting discrepancies in the State Finance Department’s report on government borrowings for 2024-25 and 2025-26. He pointed out that the actual borrowings were understated by over Rs. 20,500 crore, as per CAG audited accounts, urging for accurate data disclosure to the legislature.
In his letter, Botcha Satyanarayana emphasized the exclusion of significant borrowing components, such as Ways and Means Advances from RBI and net liabilities under Public Account, which distorted the fiscal deficit picture. He also criticized the Finance Department for presenting misleading figures, impacting the government’s debt burden perception and transparency in financial reporting.
Moreover, Botcha highlighted the inclusion of off-budget borrowings by government-backed corporations in 2025-26, contradicting the claim of no such borrowings. He raised concerns over the Finance Department’s inconsistent approach in reporting borrowings, stressing the importance of accountability and accurate financial disclosures to maintain public trust and legislative integrity.
Botcha urged the Governor to intervene, rectify the inaccurate data presentation, align it with CAG audited accounts, and hold responsible parties accountable for the discrepancies, emphasizing the significance of transparency and integrity in public finance matters.
