ISI Using Jamaat-e-Islami to Revive Terrorism in Jammu and Kashmir

The ISI is actively working to revive terrorism in Jammu and Kashmir by leveraging the Jamaat-e-Islami. Despite security forces’ efforts to eliminate terrorists in the region, the ISI is focusing on establishing local groups. Recent intelligence indicates a resurgence of separatism in the Valley, with the ISI utilizing the Jamaat-e-Islami for this purpose.

The Government of India extended the ban on the Jamaat for five years in 2024, citing its activities against national security. The ISI is pressuring Jamaat members to promote separatism, raise funds for terror activities, and expand their network of overground workers in the Valley.

Intelligence reports suggest that Jamaat members are in contact with counterparts in Pakistan to orchestrate a full-fledged revival of terrorism in Jammu and Kashmir. Recent NIA raids targeted the financial operations of the Jamaat, indicating a focus on disrupting their funding sources.

The ISI’s strategy includes creating a robust ecosystem within Jammu and Kashmir by collaborating with groups like Al-Badr and Hizbul Mujahideen. By involving the Jamaat in funding and logistics, the ISI aims to strengthen its operations in the region. Officials warn of increased efforts to revive local groups like Al-Badr, Hizbul Mujahideen, and Jamaat-e-Islami, Kashmir, which have significant local support.

The ISI believes that the Jamaat’s focus on ideology and religious radicalization resonates more with the local population compared to other groups. Jamaat’s experience in running schools that promote radicalization poses a significant threat, especially through the establishment of similar schools by proxies. Efforts to counter radical educational networks have included taking over schools affiliated with the Jamaat and its associated wing, Falah-e-Aam Trust.

Authorities are closely monitoring the activities of the Jamaat, Hizbul Mujahideen, and Al-Badr in Jammu and Kashmir following Operation Sindoor. The ISI and the army are intensifying their efforts to revive terrorism in the region, necessitating heightened vigilance by security agencies.
