The Uttarakhand government has initiated a significant administrative reorganization by issuing transfer orders for numerous senior Indian Administrative Service (IAS) and Provincial Civil Service (PCS) officers. These orders, effective from May 22, 2026, aim to infuse fresh administrative energy into various departments and districts. Notable changes in the IAS cadre transfers include BVRC Purushottam being appointed as Secretary of the Higher Education Department, among other shifts.
Vinay Shankar Pandey, assigned additional responsibilities as Secretary of Civil Aviation, Medical Health, and Medical Education, has been relieved of the additional charge of Garhwal Commissioner. Sachin Bansal, the former District Magistrate of Dehradun and CEO of Smart City Dehradun, has been reassigned as Secretary of Planning. Ashish Chauhan has taken over as the new District Magistrate of Dehradun and CEO of Smart City, while Anand Swaroop has been posted as Garhwal Commissioner in Pauri.
Moreover, there have been transfers in the PCS and Secretariat Service, with Girdhari Singh Rawat moving to the Information Technology, Suraj, and Science & Technology Department as Additional Secretary. Ilamiri has been appointed as Director of Dairy Development and Director of Women Dairy, while Sundar Lal Semwal has been shifted to the Secretariat Administration Department. Various officers in district administration roles have also been reassigned, including Additional District Magistrates in Haridwar and Pauri, and Deputy Collectors across multiple districts.
The orders mandate all concerned officers to promptly assume their new roles after being relieved from current positions and submit compliance reports to the Personnel Department. These transfers form part of a routine yet impactful administrative exercise aimed at enhancing governance efficiency, particularly in sectors like education, health, urban development, and district administration. This comprehensive reshuffle underscores the state government’s ongoing efforts to streamline bureaucratic operations and ensure the effective execution of development schemes in Uttarakhand.
